a.Describe briefly the nature of the problem.

The problem is Cap has stopped payments apparantly because bad investment had depleted its 25billion trust fund.And therse a forum parents were taking about plan holders whose children were forced to stop schooling. A 19 year old Francis Pobocan,a third year Mass Com student at The Centro Escolar Uneversity, and a CAP scholar said two semester ago he received a notice and penalties from the school when CAP failed to pay his tution, when family is complained,CAP sent a check which bounced.
